To create a YouTube thumbnail, you can use an image editing software such as Adobe Photoshop or Canva. Here are the general steps to create a thumbnail:
Open your image editing software and create a new document with the dimensions of 1280x720 pixels.
Add a background image or color to the document.
Add text, graphics, and other elements to the thumbnail to make it visually appealing and relevant to the video.
Save the thumbnail as a JPEG or PNG file.
Upload the thumbnail to YouTube when you upload your video.
Note: YouTube also provides a built-in thumbnail creator in the video manager page. you can use it to create a thumbnail from a video frame or upload an image and edit it to make it as a thumbnail.
